Deerfield Manor Road Closure
Directional boring between 1513 and 1491 Redfern Dr. is set to begin. During the process, Redfern will close to thru traffic between Pinetree and Ivydale. Once set up, the drilling rig will remain in place 24/7. The boring process is expected to take 10 working days to complete. The closure is necessary as the Township upgrades the existing force main sanitary sewer line from the Brush Run Sewage Pump Station on Circle Dr. to Morton Rd. Street closure and detour signage will be posted.
Morrow Road Bridge Replacement Project
PennDOT contractors began the Morrow Road Bridge Replacement Project Monday, Oct. 9, 2017. Morrow Road at the Township tennis courts will remain CLOSED approximately six weeks, weather permitting. Appropriate detours are posted.

South Hills Capacity Project
Duquesne Light is replacing transmission line wires for West Penn and Duquesne Light customers in Upper St. Clair, Bethel Park, Scott and Collier. It's part of a 10-month long South Hills Capacity Project to increase the overall capacity and resiliency of the grid in the area. Visit Duquesne Light's website for more information.
West Penn Power Tree Trimming & Brush Removal
West Penn Power customers will receive postcards notifying them of tree trimming, brush removal and herbicide application work that will be performed along the Brookside Circuit and Pioneer Circuit. Visit the West Penn Power website for more information. If customers have questions, or would like wood chips, call 1-800-686-0021 and ask for a Forestry Department representative.
Sanitary Sewer Lateral Inspections
On September 5, 2017 the Board of Commissioners passed an ordinance that requires sanitary sewer lateral inspections at the time of sale/conveyance of an existing home or for property improvements requiring a Township building permit that also requires an Allegheny County plumbing permit. The purpose of this amendment is to help reduce or eliminate stormwater and groundwater infiltration and inflow into the sanitary sewer collection system. The ordinance can be found here.

New Park Pavilion
Construction is underway for a new pavilion next to the Miracle League Field in Boyce Mayview Park. The small parking lot consisting of 11 parking spots next to the field will be closed.

Township Street Signs
The Township of Upper St. Clair Public Works Department will begin the process of replacing the existing Street signs with the newly designed signs the week of April 3, 2017. This will be an extended process while the department works through the system of streets. Crews will will begin on the north end of the Township (Wards 1 & 2, see attached map) and work south towards Ward 5 and hope to eventually complete the project in the year 2018.
In some locations the Street sign pole may need to be replaced or relocated, this process will involve a utility location One Call, these utilities are typically marked with paint and/or flags. The purpose of the utility locating is so the crews may bore the new pole location safely. Should you see these markings near Street sign locations you will know the reason.

2015 - 2025 Comprehensive Plan
On November 2, 2015 by Resolution No. 1605 the Township completed the process of updating the community's comprehensive plan entitled Investing In Our Quality of Life. The plan reflects on the accomplishments of the past ten years and highlights the opportunities for advancement in the future. 2016 Parks and Recreation Plan
On May 2, 2016, by Resolution 1614, the Board of Commissioners adopted the 2016 Parks and Recreation Plan entitled Unparalleled Recreation. The development of this companion document to the Township of Upper St. Clair’s Comprehensive Plan represents feedback and participation of the Township Elected Officials, Township Staff, the Parks and Recreation Advisory Board, community organizations and the evaluation of survey responses from nearly 2,000 households in the community. The spring outdoor recreation kicked off in May with the opening of the fourth season of The Miracle League of the South Hills followed by Community Day on May 20! The Community & Recreation Center at Boyce Mayview Park begins its ninth season in June and the tennis bubbles have been stored for the season allowing for outdoor play. If you travel Boyce Road, you’ve most likely noticed the excavating taking place – that is the continuation of the Boyce Mayview Perimeter Trail which will travel past the former Caste Farm Barn (generously donated by the family to the Township) on Morton Road to the Rostron Drive area. That section of trail construction is approximately 1.5 miles long. Three miles were previously finished and only .5 mile is left to complete. The Township is currently seeking grants to aid in that final phase, the most challenging due to the terrain and potentially the most scenic.
Housing continues to grow at Bedner Farm Estates and construction of Siena townhouses will begin soon. Friendship Village is breaking ground on June 7 on a $39.5 million expansion that will add 50 Assisted Living apartments and 32 Memory Support suites. Retail is expanding with a Baskin-Robbins planned in the Dunkin’ Donuts building on McMurray Road. The Siena plan on Route 19 at Fort Couch, will welcome eateries The Porch, Hello Bistro, Duck Donuts, Nothing Bundt Cakes, Apericena, and more. Also coming to Siena are Sports Clips, Nail Envy, Scottrade, Xfinity, and Dry Bar, with additional tenants to be announced. The CVS construction across from Siena along Fort Couch Road and Route 19 is moving along.
The Township is completing its annual roadwork having paved 6.5 miles of streets. Public Works has begun replacing street signs to comply with a federal mandate requiring better visibility. (If you’re interested in bidding on an old street sign, contact the Public Works Department at 412.831.9000, x. 271.) PennDOT is currently (end of May) seal coating McMillan, Lesnett, Mayview, and Boyce Roads. The Morrow Road Bridge is slated for replacement beginning in July and plans are underway to begin the roundabout at the Lesnett/McMillan/McLaughlin Run intersection some time in 2018. The Township recently received word that a grant has been awarded for upgrades to the Boyce/Boyce Plaza, Johnston/McMurray, and Panther Pass/McLaughlin Run Route 19 off-ramp intersections.
